Every sofa sold since June 2021 answers to one federal standard
Sofas used to be governed by a patchwork of state fire rules. They are not any more. Under 16 CFR 1640, all upholstered furniture manufactured, imported or reupholstered on or after June 25, 2021 falls under a single federal standard.1 What that standard requires is specific: 16 CFR 1640.5(a) says all upholstered furniture must comply with the California standard, Technical Bulletin 117-2013, Requirements, Test Procedure and Apparatus for Testing the Smolder Resistance of Materials Used in Upholstered Furniture, June 2013. One state's test became the national one.
The rule also switched off the alternatives. 16 CFR 1640.5(b) says no state or political subdivision of a state may establish or continue in effect any provision of a flammability law, regulation, code, standard or requirement designed to protect against the risk of fire, or to slow or prevent its spread, with respect to upholstered furniture.1 California carve outs are named in that same paragraph. For a buyer this is simple: the rule your sofa meets does not change when you move.
How you verify it is the label. 16 CFR 1640.4(b) requires the manufacturer of a covered product to put the statement, Complies with U.S. CPSC requirements for upholstered furniture flammability, on a permanent label on the product, and treats that statement as a certification that the product complies.1 The compliance date for the labelling requirement was June 25, 2022. Look for it before you look at the fabric swatches.
Six things that decide which sofa you should buy
Four of these come from the federal rule itself. Two come from manufacturers who publish their own prices.
Check for the exact label sentence
It reads, Complies with U.S. CPSC requirements for upholstered furniture flammability, and it has to be on a permanent label on the product.1 Not on the box, not on a hangtag, not in an email from the seller. That sentence is the manufacturer certifying compliance, so its absence is a question worth asking.
Know what the test is actually about
The federal rule adopts California Technical Bulletin 117-2013, whose full title names smolder resistance of materials used in upholstered furniture.1 It is a smoldering test, which matters because it targets the way a dropped cigarette or a slow ember starts a sofa fire rather than an open flame.
A love seat is covered as surely as a sofa
The definition at 16 CFR 1640.3(e) reaches any indoor seating article, movable or stationary, built with an upholstered seat, back or arm, sold with a cushion or pillow or able to be stuffed or filled.1 Size is nowhere in it. Nor is price, style or how many people can sit down.
Reupholstery is regulated, not exempt
The word reupholstered sits in the scope sentence of the federal rule, so recovering a frame you already own is covered work rather than a craft exemption.1 If a shop is putting new fabric and filling on your sofa, the finished piece is subject to the standard in its own right.
Fabric moves the price more than you expect
On Sabai's own feed, read 7 August 2026, The Essential Sofa in Hemp Blend listed at $1,975.00 to $2,095.00, while the same sofa in Cactus Leather listed at $2,695.00 to $2,795.00.2 At the other end, The Elevate Natural Sectional was $6,295.00 in hemp and $7,395.00 in cactus leather.
Ask the price of the cover, not just the sofa
The same manufacturer publishes slipcovers alongside frames: The Essential Sofa cover in hemp at $545.00, The Elevate 86 inch Sofa cover at $395.00 and The Elevate Loveseat cover at $345.00.2 Knowing the recover price on the day you buy tells you what year eight of ownership looks like.
What does it cost?
Two manufacturers publish machine readable prices on their own domains, and those are the only sofa numbers in this guide. Read on 7 August 2026, Sabai listed sofas and sectionals from $1,975.00 for The Essential Sofa in Hemp Blend up to $7,395.00 for The Elevate Natural Sectional in Cactus Leather, with The Eclipse Sleeper Sofa in Upcycled Poly at $2,595.00 and The Elevate 86 inch Sofa in Recycled Velvet at $2,895.00 in between.2 Floyd listed its Sofa 2.0 Three Seater at $2,190.00 to $3,840.00 and a Two Piece Form Sectional at $2,880.00 to $3,860.00 the same day.3
Two honest limits on those figures. First, both companies sit at the design forward end of the market, so this is not what a sofa costs in the United States, and no source that would answer that question with a stated method exists. Second, we found no published frame price for a love seat at either brand, only covers: Sabai listed The Essential Loveseat cover at $295.00 to $445.00 and The Elevate Loveseat cover at $345.00.2 Treat any love seat average you are shown elsewhere as unsourced.
All prices were read from two manufacturers' own product feeds on 7 August 2026 and are list prices for the item named, excluding delivery, assembly and tax. Comparisons between a cover price and a frame price are our arithmetic on those listed figures, not a ratio either company publishes.
How to hire for a sofa purchase or recover
Who does the work
Buying is a retail transaction plus a delivery crew. Recovering is a trade. Upholsterers are a small occupation: the 2025 OEWS counted employment of 20,140 with a median wage of $22.28 an hour and a mean of $22.76.4 That is what employees are paid, not what a shop charges you, and no primary source publishes shop rates for reupholstery work.
What pros will ask
A shop will ask what the frame is, whether the springs and joints are sound, and how much yardage your cover choice needs. It should also tell you unprompted that the finished piece is subject to the federal upholstered furniture standard, because the rule covers furniture reupholstered on or after June 25, 2021.1 If that never comes up, ask.
What to check before signing
Check the permanent label wording on anything new before delivery day, not after.1 Get the cover material named on the order, since fabric changed the listed price by hundreds of dollars on the feeds we read.2 Confirm what delivery and removal of the old sofa cost separately. Ask whether replacement cushion covers and legs are sold as parts.

How much should I expect a sofa to cost?
There is no defensible national answer. What exists is manufacturer list prices you can check. On 7 August 2026, Sabai listed sofas and sectionals from $1,975.00 to $7,395.00 and Floyd listed a three seater at $2,190.00 to $3,840.00.23 Both publish those prices themselves on their own domains, and both sit at the design forward end of the market. Any figure presented to you as a national average for a sofa is an aggregator estimate with no method behind it.
Is a love seat cheaper than a sofa?
Almost certainly, but we will not put a number on it. Neither manufacturer feed we read published a love seat frame price, only cover prices: The Essential Loveseat cover at $295.00 to $445.00 and The Elevate Loveseat cover at $345.00.2 Covers scale with size, so they hint at the direction and nothing more. If a seller quotes you a love seat, ask for the same frame in a three seat width and compare the two quotes directly.
