Built-in storage is a carpentry job pretending to be a purchase

Storage splits cleanly in two. One kind you buy, carry in and set against a wall. The other is cut, fitted and fastened to your house, and it is finish carpentry with a shopping list attached. The second kind costs more, lasts longer and cannot be taken with you.

That split decides everything else: who you hire, whether a permit is involved, whether the work is quoted as a product or as labor, and what happens if the measurement is wrong. It also decides whether the result belongs to you or to the house.

Below is what each kind involves and what to settle before work starts. On price this guide is blunt: no government, association or manufacturer source publishes a cost for built-in storage, shelving or filing cabinets in any unit, so none is quoted here.

Six kinds of storage, from fitted to freestanding

The first four are built into the house. The last two you can take with you when you move.

Built-in closet systems

Hanging rails, shelves, drawer banks and shoe racks fitted to the walls of a closet. In California this sits inside the C-6 scope, which covers cabinets, cases, trims and nonbearing partitions built and installed in structures⁵. Decide before you start whether the system carries load on the walls or stands on the floor.

Garage and utility cabinets

Wall hung boxes, base cabinets and workbench tops in an unconditioned space. Humidity swings and occasional water on the floor are the design problem, so a raised base and a moisture tolerant material matter more here than a nice finish. Anything wall hung must land on studs, not on drywall anchors alone.

Pantry and larder units

Tall cabinets with adjustable shelving, rollouts or a door mounted rack. The usual mistake is depth: a deep shelf hides everything behind the front row, which is why pull out trays or narrower shelves usually beat a big cube. Measure your tallest regular item before setting shelf spacing.

Home office built-ins and file drawers

A file drawer is not a normal drawer. It carries a lot of concentrated weight, needs slides rated for that load, and needs interior dimensions that suit hanging folders. Confirm letter or legal size before anything is cut, because the rails are sized to the paper and the cabinet is sized to the rails.

Freestanding filing cabinets

Vertical files are narrow and deep, with drawers that pull out along the long axis. Lateral files are wide and shallow, with folders running side to side, so they read like furniture in a room. Both should be anchored to a stud, because a tall cabinet with a loaded drawer open is a tipping hazard.

Shelving, fixed or adjustable

Fixed shelves in a dado are stronger and stay put. Adjustable shelves on pins or standards let you change your mind and are easier to load. Span is the thing to watch: a long shelf in a thin material sags under books, and the sag is permanent once it sets.

What does it cost?

This is the weakest area for published data in the whole trade. No price for built-in shelving, closet systems, garage cabinets or filing cabinets was found in any government, association or manufacturer source, in any unit. Retail product pages block automated access. Nothing here is estimated to fill the gap. What is published is the shape of the spending around it. NAHB's builder survey shows interior finishes are the single largest stage of building a house, at $103,391 or 24.1 percent of construction cost, and it puts interior trims, doors and mirrors at $12,920¹.

For remodels, the Census Bureau and HUD report a median homeowner outlay of $6,500 across all improvements, with flooring, paneling and ceiling tiles at $3,000². That category is the third most common improvement type, done by 21 percent of the 51.6 million owners who improved their homes². Harvard JCHS reports that outside property projects such as fencing, sheds and recreational structures made up 15 percent of improvement spending in 2023, which is the closest published figure to a garage or shed storage build³. None of these prices a cabinet.

Who does the work

Fitted storage is finish carpentry, done by carpenters, an occupation with 670,090 people employed nationally⁷. If the boxes are built in a shop first, that is cabinetmakers and bench carpenters, a separate occupation of 77,170⁶. Closet system franchises usually install a manufactured component set, which is a different product from carpentry cut to your room.

What pros will ask

What goes on the shelves and how heavy it is, since that sets span and thickness. Whether the walls are drywall over studs, plaster or masonry. Whether the floor and baseboard stay. For file drawers, letter or legal. Whether you want the unit painted to match the trim or finished as furniture. And whether anything needs to come apart if you move.

What to check before signing

Get shelf spans, material and thickness in writing, because sag is the most common complaint. Confirm anything wall hung fastens into studs or added blocking. Confirm drawer slides are named by brand and model and rated for a file load. Ask whether the quote includes scribing to out of square walls, and confirm who patches and paints afterwards.

Storage questions, answered straight

Do I need a permit to build in shelving or a closet?

Usually not, but check locally. Austin exempts painting, papering, tiling, carpeting, cabinets, countertops and similar finish work from building permits in both its residential and commercial lists, and exempts gypsum board repair under 128 square feet outside fire rated assemblies, shear walls and tub surrounds⁴. Exempt work still has to comply with the building code and all other applicable ordinances⁴. Framing a new partition to create a closet is a different question and often is not exempt.

How much does built-in storage cost?

No authoritative source publishes it. Not per linear foot, not per closet, not per cabinet. That is a genuine gap rather than an oversight, and this guide will not fill it with an estimate. What drives your quote is material and thickness, shelf span, whether drawers are included and how they are built, the finish and where it is applied, and how out of square the room is. Ask two shops to quote the same written specification and the numbers become comparable.

What is the difference between a vertical and a lateral file?

A vertical file is narrow at the front and deep, with drawers that extend out along the long axis, so folders sit front to back. A lateral file is wide and shallow, with folders running side to side, which suits a room where you cannot give up floor depth. Lateral units also read more like furniture. Either way, confirm letter or legal before you build a cabinet around one, because the hanging rails are sized to the paper.

Will built-ins pay off when I sell?

No source found measures resale value for built-in storage specifically, so anyone quoting a payback percentage for it is guessing. What is measurable is the category. Harvard JCHS classes kitchen and bath remodels and room additions as discretionary spending, which was 30 percent of the improvement market in 2023, against 49 percent for need-to-do replacement work like roofing, windows and HVAC³. Built-ins sit on the discretionary side, which is the smaller share.

Are closet system kits as good as carpentry?

They are a different product, and for a rectangular closet with square walls a kit is often the sensible answer. Kits work from a component grid, so they fill leftover space with a gap or a filler, and they usually hang from a wall rail that must catch studs. Fitted carpentry starts from your actual dimensions and can absorb a sloped ceiling, a bulkhead or an out of square corner. Price the kit first, then ask a carpenter what fitted costs.
