Federal rule defines renovation by what gets disturbed rather than by trade, covering modification of an existing structure that disturbs painted surfaces, with surface restoration named in the examples⁶. Three conditions have to line up for the lead rule to apply: the work is done for compensation, the building is pre-1978 target housing, and no qualifying test has shown the coatings are below 1.0 milligrams per square centimeter or 0.5 percent by weight⁵. California exempts work where the aggregate contract price for labor, materials and all other items is under $1,000 and no building permit is required, a threshold raised effective January 1, 2026⁸. Two carve-outs matter for this trade specifically: the exemption does not cover anyone who advertises or displays a sign indicating they are a contractor, or who employs another person to perform or assist with the work⁸. Splitting a job into sub-threshold contracts to dodge the rule is also blocked⁸.
