Rug Flammability Standards
Two federal standards govern rugs, and which one applies to yours is decided purely by size. A small rug can fail the burn test and still be sold.
A rug over six feet must pass a burn test. A smaller one need not
Federal rug rules split on size, and the split is sharper than most buyers expect. 16 CFR 1630.1(c) defines a carpet as a floor covering with one dimension greater than 1.83 m, which is 6 ft, and a surface area greater than 2.23 m2, which is 24 sq ft.1 The same part adds at 1630.1(d) that rug means the same as carpet and shall be accepted as interchangeable with carpet. So there is no legal difference between a rug and a carpet. There is only a difference in dimensions.
Anything under both of those thresholds is a small carpet under a separate standard. 16 CFR 1631.1(c) defines a small carpet as one with no dimension greater than 1.83 m, 6 ft, and an area not greater than 2.23 m2, 24 sq ft.2 Here is the part worth knowing before you buy. Under 16 CFR 1631.5(a), a small carpet or rug that does not meet the acceptance criterion may still be sold, provided that before it enters commerce it is permanently labeled with the statement: FLAMMABLE (FAILS U.S. DEPARTMENT OF COMMERCE STANDARD FF 2-70): SHOULD NOT BE USED NEAR SOURCES OF IGNITION.
Run the arithmetic on your own floor and it resolves quickly. A 3 by 5 foot rug has a longest dimension of 5 feet and an area of 15 square feet, so it is under both thresholds and is a small carpet. An 8 by 10 foot rug has a dimension of 10 feet and an area of 80 square feet, so it is a carpet under 16 CFR 1630 and has to pass.1 Two rugs in the same room, two different federal standards.

All six are quoted from the regulations themselves rather than from a manufacturer's summary of them.
The size test is two numbers, both of which must be met
A carpet under 16 CFR 1630 has one dimension greater than 6 ft and a surface area greater than 24 sq ft.1 A small carpet under 16 CFR 1631 has no dimension greater than 6 ft and an area not greater than 24 sq ft.2 Measure the long side and work out the area before you assume which applies.
The ignition source is a tablet, not a flame
16 CFR 1630.1(f) specifies a methenamine tablet, flat, with a nominal heat of combustion value of 7180 calories per gram, a mass of 150 mg plus or minus 5 mg and a nominal diameter of 6 mm.1 That tablet is why the industry calls this the pill test.
Passing is measured in inches of char
Under 16 CFR 1630.3(b), a specimen passes if the charred portion does not extend to within 2.54 cm, 1.0 in, of the edge of the hole in the flattening frame at any point.1 It is a spread limit rather than a no burn requirement. A compliant rug can char. It just cannot char that far.
Seven out of eight specimens have to pass
16 CFR 1630.3(c) requires that at least seven of the eight specimens meet the test criterion in order to conform with the standard.1 That is the conformity threshold in the rule itself. One failing specimen out of eight does not by itself put the product outside the standard.
A failed small rug is labeled, not banned
16 CFR 1631.5(a) requires a small carpet or rug that fails to be permanently labeled before introduction into commerce with the statement: FLAMMABLE (FAILS U.S. DEPARTMENT OF COMMERCE STANDARD FF 2-70): SHOULD NOT BE USED NEAR SOURCES OF IGNITION.2 Read the label on small rugs, doormats and runners.
A letter T means it was treated
Under 16 CFR 1631.5(b), a small carpet or rug given a fire retardant treatment shall be labeled with the letter T.2 It is a single character on a label and it tells you something specific about how the product got where it is. Look for it alongside the size and fibre information.
What does it cost?
Compliance costs are not published in a form a homeowner can use. Neither standard states a testing cost, no agency publishes what a laboratory charges for the pill test, and no trade association publishes rug pricing with a stated method. So there is no defensible answer to what flammability compliance adds to the price of a rug, and this guide will not guess at one.
Rug prices themselves are checkable where a manufacturer publishes them. How to shop and hire around the rug standards
Who does the work
Compliance sits upstream of you. The labelling duty in 16 CFR 1631.5(a) attaches before a small carpet or rug is introduced into commerce, under rules and regulations established by the Consumer Product Safety Commission.2 Testing is a laboratory function against the method written into 16 CFR 1630.1 Your job as a buyer is to read the permanent label and to measure the rug you are actually buying.
What pros will ask
A rug dealer should be able to tell you the exact finished dimensions, which decide whether 16 CFR 1630 or 16 CFR 1631 applies.12 Expect a question about whether you want a one of a kind piece, since both parts carry an exclusion for a one of a kind carpet or rug, such as an antique, an Oriental, or a hide. Expect to be asked about underlay separately.
What to check before signing
Measure both the longest dimension and the area, and do not rely on a nominal size on a tag. Check the permanent label for the FLAMMABLE statement required of a failed small rug, and for the letter T that marks a fire retardant treatment.2 If a rug is being sold under the one of a kind exclusion, get that stated on the invoice.

Are antique and Oriental rugs covered?
Both standards carry an exclusion for a one of a kind carpet or rug, such as an antique, an Oriental, or a hide, at 16 CFR 1630.2(b) and 16 CFR 1631.2(b).12 The regulations state the exclusion without stating a rationale for it, so we will not supply one. If you are buying under that exclusion, it is worth having the seller put the description on the invoice, because the exclusion attaches to what the item is rather than to how it is described in a listing.
What does a T on a rug label mean?
It means the rug was given a fire retardant treatment. 16 CFR 1631.5(b) requires that a small carpet or rug so treated be labeled with the letter T.2 The standard specifies the marking rather than the chemistry, so the letter tells you a treatment was applied and nothing about what it was. If that matters to you, ask the seller for the manufacturer's own documentation rather than reasoning from the label alone.
