Six states, six different tests, and no number crosses a border
In most states a handyman can legally work without any contractor licence up to a dollar figure written into statute. Above it, the same job becomes unlicensed contracting. In California that figure is $1,000, and the exemption applies only when the work also needs no building permit.1 In North Carolina the general contractor threshold is $40,000.5 Same kind of statute, forty times the number.
Worse for anyone trying to carry a rule of thumb around, no two of the six states verified here measure the same thing. California and Arizona measure the aggregate contract price of one project including labour and materials.12 Nevada measures the value of the work and separately disqualifies entire trades at any price.3 Virginia measures both a single project and a rolling twelve-month total.4 North Carolina measures the cost of the undertaking.5 Minnesota does not use a per-job cap at all: it caps the contractor's annual gross receipts at $15,000.6
This matters because it converts a vague worry into a checkable fact. Once you know your state's number and what it measures, "he is not licensed but he is cheap" stops being a matter of personal risk tolerance and becomes a question of whether the job is a licensing offence. The figures below were read out of the statutes as published by each state.
The six verified state thresholds, as the statutes read
Six states were checked against primary legal sources. These are the exact tests, including the conditions most summaries drop.
California: under $1,000, and no permit
Business and Professions Code section 7048 exempts a project where the aggregate contract price for labour, materials and all other items is less than $1,000, treating it as work of a casual, minor, or inconsequential nature, and only when it does not require a building permit.1 Two conditions, not one.
Arizona: less than $1,000, casual or minor
A.R.S. section 32-1121(A)(14) exempts work where the aggregate contract price, including labour and materials, is less than $1,000 and the work is of a casual or minor nature. The exemption fails if a local building permit is required, or if the work is part of a larger or major operation.2
Nevada: under $1,000, with five disqualifiers
NRS 624.031 exempts repair or maintenance worth less than $1,000 including labour and materials, unless a building permit is required, or the work is of a type performed by a plumbing, electrical, refrigeration, heating or air-conditioning contractor, or it forms part of a larger project worth $500 or more.3
Virginia: three licence classes by value
Code of Virginia section 54.1-1100 sets Class C at a single project over $1,000 but under $30,000, Class B at $30,000 to under $150,000, and Class A at $150,000 or more. Each class also carries a twelve-month total: under $250,000, $250,000 to under $1 million, and $1 million or more.4
North Carolina: $40,000
N.C.G.S. section 87-1(a) treats a person who undertakes the construction of any building, highway, public utilities, grading or any improvement or structure costing $40,000 or more as a general contractor engaged in the business of general contracting in the state.5 It is the highest verified threshold in this set.
Minnesota: $15,000 a year, not per job
Section 326B.805 exempts a person whose total gross annual receipts for performing the specialty skills that would otherwise require licensure do not exceed $15,000.6 Minnesota caps the business rather than the job, which is the counterexample to every per-project rule of thumb.
What does it cost?
Every dollar figure in this guide is a statutory threshold, not a price. No government agency, regulator or trade association publishes an hourly handyman rate, and this guide will not invent one. What is published is a wage. BLS tracks maintenance and repair workers, general, defined as workers who fix and maintain machines, mechanical equipment, and buildings.8 In May 2025 that occupation had a $23.84 median hourly wage and a $25.86 mean across 1,529,700 workers.7 The Occupational Outlook Handbook, a separate BLS program, reports 1,629,700 jobs in 2024 at $48,620 a year.8
The thresholds are worth reading as a cost driver in their own right, because the statutes are written to stop you gaming them. California's exemption expressly does not apply where the work is only part of a larger operation, or where the operation is divided into smaller contracts.1 Arizona carries the same limitation.2 Nevada goes further and disqualifies work that is part of a larger project worth $500 or more, or for which contracts under $500 were awarded to evade the chapter.3 Virginia's twelve-month aggregate catches a contractor who stays under the per-job cap every time and still crosses a class boundary on annual volume.4

How to hire a handyman or contractor
Who does the work
Below the threshold, an unlicensed handyman working under a statutory exemption. Above it, a licensed contractor. BLS reports that general maintenance and repair work typically needs a high school diploma or equivalent plus moderate-term on-the-job training, with 4 percent projected growth from 2024 to 2034 and a change of 62,400 jobs.8 Licensing is a state question, not a federal one.
What pros will ask
The total value of the job including materials, because that is what the statutes measure: California and Arizona both count labour, materials and all other items in the aggregate contract price.12 Whether a building permit is required, which is a separate condition in California, Arizona and Nevada.3 Whether this job is one piece of something larger, which is the question that decides whether the exemption survives.
What to check before signing
Which side of your state's threshold the total sits on, and whether that total is per job, per project or annual. Whether the trade is excluded outright: Nevada names plumbing, electrical, refrigeration, heating and air-conditioning.3 Virginia requires a master tradesman licence as a condition of licensure for electrical, plumbing and HVAC contractors.4 Then get the licence number and class in writing and verify it with the state board.

What is the dollar limit before a handyman needs a licence?
It depends entirely on the state, and the six verified here are not close to each other. California, Arizona and Nevada all sit at $1,000.123 Virginia's lowest licence class starts just above $1,000 and runs to under $30,000.4 North Carolina's general contractor threshold is $40,000.5 Minnesota does not use a per-job cap at all and instead exempts contractors under $15,000 in annual gross receipts.6 There is no national number and no safe default.
Can a big job be split into small contracts to stay under the cap?
No, and the statutes say so directly. California's exemption does not apply where the construction is only part of a larger or major operation, or where a division of the operation is made into smaller contracts.1 Arizona uses the same limitation.2 Nevada is the most explicit: the exemption fails if the work is part of a larger project worth $500 or more, or if contracts under $500 were awarded to evade the chapter.3 Splitting is the one loophole every drafter closed.
Are there jobs no handyman can do at any price?
In Nevada, yes. Its exemption does not apply to work of a type performed by a plumbing, electrical, refrigeration, heating or air-conditioning contractor, regardless of value.3 Virginia approaches it differently: the board requires a master tradesman licence as a condition of licensure for electrical, plumbing and heating, ventilation and air conditioning contractors.4 Those are also the best paid trades. BLS puts electricians at a $30.38 median hourly wage and plumbers, pipefitters and steamfitters at $30.67 in May 2025.7
My state is not on the list. What is my threshold?
This guide verified six states from primary legal sources: California, Arizona, Nevada, Virginia, North Carolina and Minnesota. It does not have a figure for any other state, and it will not guess one. The clear finding from those six is that a number cannot be carried across a state line, because the states do not even measure the same thing. Look up your own state's licensing statute or contractor board directly, and check what the number is applied to as well as what it is.
Do these thresholds change?
Statutes get amended, and these figures were read from each state's published statute text on the date this guide was researched. No legislative history was reviewed and no pending amendments were checked. Treat each figure as accurate to that reading rather than as permanent, and confirm the current text with the state before you rely on it for a job near the line. The structure of each test, per project against annual receipts, tends to be more stable than the number itself.
