Decor is cheap, and repainting an old room is regulated

Decorating a child's room splits into two very different jobs. One is buying things, where manufacturers publish real prices you can check. The other is disturbing paint in a house built before 1978, which is federal renovation work with training and containment requirements attached.⁴

On the buying side, the numbers are modest. On the regulated side, the trigger is low. The EPA rule applies to all renovations performed for compensation in target housing, which means housing constructed prior to 1978, and renovation expressly includes surface preparation such as sanding and scraping.⁴ The exemption stops at 6 square feet of disturbed paint per room, which is about the size of a bath towel.⁴

This is the honest low end. RoomMates publishes wall quote decals at $18.99, window decals from $26.99 to $35.99, licensed character borders at $29.99, dry erase wall products at $20.99 and canvas wall art at $6.99.³ A wall of decals is a $19 to $36 decision, not a project.

Paint, in a pre-1978 house

If the home was built before 1978 and anyone is paid to disturb paint, the EPA rule applies unless the work stays under 6 square feet per room.⁴ Jobs in the same room within the same 30 days count as one job for that threshold.⁴ No manufacturer paint price or coverage rate was obtainable for this page, so none is quoted.

Floors

What does it cost?

Here is a materials-only bill you can check. Chasing Paper panels are 2 feet wide, so an 8 foot wide accent wall at 8 feet high takes four 2 by 8 foot panels. In peel and stick that is 4 times $90.00, or $360.00 in material.¹ A 2 by 8 foot panel is 16 square feet, so $90.00 works out to $5.63 a square foot. That per square foot figure is arithmetic done here, not a number Chasing Paper publishes, and it ignores pattern repeat, trim waste and the fact that panels are sold whole.

Labor is where no clean number exists. The 2025 OEWS annual estimates put 225,190 painters at a median of $23.75 an hour and a mean of $26.64, with a tenth percentile of $18.00 and a ninetieth of $37.89.⁶⁷ Those are wages paid to employees, not what a firm bills you, which also carries overhead, insurance, vehicles, materials markup and margin. No source publishes that billed rate. In a pre-1978 home, add the containment work the rule requires, which has no published price.⁴

Who does the work

For paint and paper it is a painter or paperhanger. For a pre-1978 home where paint will be disturbed beyond the 6 square foot threshold, it must be an EPA certified firm, and the certification is a firm registration costing $300 that runs five years.⁴ Decals, borders and floor tiles are a homeowner job by design.

What to check before signing

Yes, if you are paying someone. Can a contractor test the paint instead of following the whole rule?

There is a defined way out, and it has a number. The subpart does not apply where a certified renovator, using an EPA recognized test kit and following the kit manufacturer's instructions, has tested each component affected by the renovation and determined the components are free of paint or other surface coatings containing lead equal to or in excess of 1.0 milligrams per square centimeter or 0.5 percent by weight.⁴ Note what that requires: every affected component tested, not a spot check of one wall.

How much does the EPA certification actually prove?

Less than the badge suggests. Firm certification costs $300 and must be renewed every five years.⁴ The renovator course itself must last a minimum of 8 training hours with a minimum of 2 hours devoted to hands-on training, and a training hour means at least 50 minutes of actual learning.⁵ Initial course accreditation is $560 and refresher accreditation is $400.⁵ It is a floor for lead-safe work practices, not a measure of craftsmanship.
