Recovering a sofa is regulated work, not a craft hobby

The federal flammability standard for upholstered furniture names reupholstery in its own scope sentence. 16 CFR 1640.1(b) states that all upholstered furniture manufactured, imported, or reupholstered on or after the effective date is subject to the standard, and 16 CFR 1640.2(a) puts that date at June 25, 2021¹. The moment your sofa is recovered, it is a regulated product again.

That has a consequence people find out late. The standard requires compliance with California Technical Bulletin 117-2013, the smoulder resistance test¹. So the fabric you fell for is not automatically a lawful choice for a seat, and a shop that knows the rule will say so before you buy twelve yards of it. Nobody quoting you a price range online mentions this.

Leather is the part of this service with the least public information, and we are going to be blunt about it. We could not source one authoritative figure on upholstery leather: not a price per square foot, not a standard hide size, not how many hides a chair takes. Suppliers either do not publish or serve their charts as images. We will not fill that hole with a guess.

Six jobs a shop will call upholstery work

The words get used loosely, so pin down which of these you are actually buying before you compare two quotes.

Full reupholstery

The cover comes off, springs are retied or replaced, foam and batting are renewed, and the piece is covered in new material. This is the version that resets the piece. It also triggers the federal standard on the day the work is done¹, so the shop owns a compliance duty it did not have yesterday.

Recover only

The old cover comes off and a new one goes on over the existing foam, deck and springs. Less material, fewer hours, and only worth doing if what is underneath is sound. Ask the shop to show you the deck once it is open, because that is the moment the honest answer becomes visible.

Cushion and foam rebuild

A sofa that has gone flat is usually a foam problem, not a frame problem. Some makers sell the insert on its own. Sabai's published feed lists Elevate Seat Cushion Inserts at $175.00 to $395.00 and cushion covers as separate items⁹. Check whether your maker does that before you book a workroom.

Frame and spring work

Broken webbing, a snapped sinuous spring, a rail that has split at a staple line. None of it is visible until the cover is off, which is exactly why a firm quote turns into a revised quote after teardown. Ask up front how the shop handles what it finds under there.

Leather repair and recolouring

Filling, patching and recolouring a hide rather than recovering the piece. We have no verified pricing or hide specification to give you here. Note one thing that does apply: the federal standard defines upholstered furniture by whether the piece is stuffed or filled, not by what the cover is made of¹.

Covers and slipcovers

A cover cut for a frame the maker already knows. Sabai publishes these for its own pieces, from $195.00 for an ottoman cover to $1,195.00 at the top of its sectional range⁹. That is a different product from a trade reupholstery job on an arbitrary frame, and should not be compared to one.

What does it cost?

No government body, trade association, manufacturer or workroom reached in this research publishes a labour price for reupholstery, and nothing at all is published for leather repair. Every figure in circulation traces to a lead generation aggregator with no methodology attached. Reprinting one and calling it a national average would be inventing a number, so we are not doing it.

The inputs are sourceable even when the output is not. Upholsterers earn a median of $22.28 an hour, with the 10th percentile at $15.24 and the 90th at $30.66, in the 2025 OEWS annual estimates⁶⁷⁸. Notice how tight that is: the top decile earns about twice the bottom decile, which is unusual. Whatever makes an upholstery bill large, it is not the wage of the person doing the sewing. It is fabric, hours and shop overhead, and a California shop also carries a $420 licence per location every two years².

Wages are the 2025 OEWS annual estimates read from the BLS public data API, the licence fee is the current California BHGS fee table, and the Sabai cover and insert prices were read from that manufacturer's own product feed on 7 August 2026; none of these is a shop rate and none includes a workroom's labour.

Who does the work

Upholsterers, SOC 51-6093, 20,140 of them nationally⁵. California licenses the trade and defines a Custom Upholsterer as one who repairs, reupholsters, re-covers or renews upholstered furniture, using either new materials or the owner's materials³. Read that licence correctly though. California requires no examination, education or experience for it², so it proves registration, not skill.

What pros will ask

What the piece is and how wide, how many loose cushions, whether the frame has ever been apart. Whether you are supplying the fabric or buying from their books. What the pattern repeat is, because that changes the yardage. Whether there are pets or a sunny window. And whether anyone has already recovered it once, which changes what they will find inside.

What to check before signing

Yardage in writing, and who pays if the estimate falls short mid job. Confirm the piece returns carrying the permanent label stating that it complies with U.S. CPSC requirements for upholstered furniture flammability, which 16 CFR 1640.4(b) treats as the shop's own certification¹. If you supplied the material and you are in California, it should come back with a green law label⁴.

Does my upholsterer have to be licensed?

In California, yes. The Bureau of Household Goods and Services issues a Custom Upholsterer licence at $420 per location, valid two years, taking roughly four to six weeks to process². Renewal is another $420, with an $84 delinquent fee after expiration on the state's fee advisory¹⁰. Operating without one carries fines and citations from $250 to $2,500, and possible imprisonment of three to six months³. Only California was checked in this research, so do not assume your state is the same.

What do the coloured tags stapled to my furniture mean?

They tell you what is inside. California requires a law label identifying the manufacturer, their location and the filling materials used. White labels are for products made with new material, red for secondhand material, and green for products made with the consumer's own material⁴. That is directly useful after a job: if you supplied the fabric and the piece comes back wearing a white label, or no label at all, ask why before you pay the balance.

Can I bring my own fabric to an upholsterer?

Usually, and California's own licence definition explicitly contemplates a custom upholsterer working with the owner's materials³. Two catches. The finished piece still has to satisfy the federal standard, which requires compliance with California Technical Bulletin 117-2013¹, so an unsuitable fabric is the shop's problem and it may refuse. And a piece made with your material should come back with a green law label rather than a white one⁴.

What does leather furniture repair cost?

We cannot tell you, and neither can anyone else with a source. No upholstery grade leather supplier publishing per square foot pricing was reachable in this research, hide requirement charts are served as images with no readable numbers, and no shop publishes a repair rate. That is the single largest hole in the available data on this trade. Get at least two in-person quotes, ask each to write down the square footage and the process, and treat any online figure as marketing.

How can I tell if my furniture has added flame retardant chemicals?

Look for the label. Products meeting TB 117-2013 carry a notice stating whether the upholstery materials contain added flame retardant chemicals or contain no added flame retardant chemicals⁴. California's own guidance adds that consumers can ask retailers to show them this label, and that retailers are obligated to tip furniture or take other steps so the label can be seen⁴. Ask your upholsterer the same question about the foam and batting going into your piece.
